In December 2008, 41 of the 69 Canadian universities eligible to apply submitted proposals to the CERC Secretariat for Phase 1 of the competition.

A total of 135 proposals were then carefully reviewed by review panels of Canadian and international experts, and then by a selection board comprised of distinguished Canadian and international leaders.

The CERC steering committee approved the final selection of 40 proposals.
