Thomas E. Mann

Thomas Mann

Thomas E. Mann is a political scientist and author, who holds the W. Averell Harriman Chair and is a senior fellow in governance studies at Brookings Institution in Washington, D.C.

Mann was previously the director of governmental studies at Brookings and the executive director of the American Political Science Association. He has also taught at Princeton University, Johns Hopkins University, Georgetown University, the University of Virginia and American University.

Mann earned his BA in political science at the University of Florida, and his M.A. and Ph.D. at the University of Michigan. He is a fellow of the American Academy of Arts and Sciences, a member of the Council on Foreign Relations, and is a recipient of the American Political Science Association’s Frank J. Goodnow and Charles E. Merriam Awards.

A noted congressional scholar, Mann lectures frequently in the United States and internationally, is a regular media commentator, and has written numerous scholarly articles and opinion pieces on American politics, public policy and governance. He recently co-authored The Broken Branch: How Congress Is Failing America and How to Get It Back on Track.
